the legion has brainiac 5, superboy, superboy, supergirl, mon-el, bouncing boy. a ton of others as well. all those kryptonians and a daxamite makes them pretty tuff though.
JLA has superman, firestorm, booster gold. ton of people there as well.

This fight will be decided by the heavyweights;
JLA: Superman, Wonder Woman, Green Lantern (Hal Jordan), Martian Manhunter, Zatanna, Captain Marvel, Dr. Fate, Guy Gardner, Captain Atom, Orion, Maxima, Power Girl, Zauriel, and Green Lantern (John Stewart)
LSH: Superboy, Supergirl, Ultra Boy, Mon-El, Wildfire, White Witch, Andromeda.
My choice has to be the JLA.

The LOSH has so many characters that they would just wear down the JLA with sheer numbers.

Probably Legion, they have 1000 members or something like that... and probably 999 of them has considrable powers. I think GL Corps can take JLA too.
These are teams that protect galaxies, star system etc, JLA just protects Earth. Technically they must have so much more power than JLA but i don't think DC would let Legion or GL corps beat JLA.
oh, i must add Batman could go nuts and connect his kingdom come robots to brother eye and slap them all around or something factor.   |
