Doom. He would convince him to be his number two, as that is what Vader is best at. After learning all the secrets to the force & injecting himself with synthetic miticlorians Doom would discard him like so much trash. Doom would then be able to add greatest force wielder to his resume.

Vader would have a hard time against superpowered people, but I feel pretty good that he could take down Batman.

Vader hunted down and all but killed the entire Jedi community.
He pretty much decimated the entire Rebel alliance too.

Vader is a classic movie bad guy with a few "simple tricks and nonsense". However, in a superhero/mutant world, he would likely appear rather pedestrian as there are far more evil and powerful characters in the MU and DCU. It would be like comparing Donald Trump to Lex Luthor, similar in one sense but vastly different and outclassed in a million other ways.
